The relations of Japan and China, also the world's second largest economic big power and the world's fourth largest economic big power, is not simple relationship between the two countries, but has been the important relation which impact on the world. Environmental protection is the hot topic that commonly concerned around the world; all the metropolises are confronted with environmental issues in the process of economic development. Within the past few decades, Japan had been committed to develop into the resource-conserving, environment-friendly society. Meanwhile, Chinese economy has being sustainably grown with remarkable speed. In such a case, Energy-saving environmental cooperation has been the most crucial keyword in Sino-Japanese relations. Regarding the scalization problem of the earth, environmental problem, it is necessary to talk over the existence way of environment-centered Sino-Japan relations, which will not only achieve the win-win of Sino-Japan and the sustainable growth of these two countries, but also are of great significance to build long-standing friendly relations between China and Japan.
The volume of Chinese E-waste is huge. There’re 70% of the global E-waste flows into China through various channels. The volume of electric and electronic products at home has being surged at an alarming rate, which generate numerous E-waste when they are discarded as worthless.
Almost 100% of annual generated E-waste in Shanghai flows into the informal waste collectors, so it hides danger for urban environment. If these numerous E-wastes are not recycled and exploited informally and environmentally, it will cause great harm to the environment. According to the experts’ introduction, the discarded TV set, computer, cell phone, sound box and etc contain more than 300 kinds of chemical substances which are harmful to human. The lead content of one computer monitor is more than 1 KG. If randomly drop or bury these E-waste, it will cause a large number of harmful substances penetrate into the soil and severely pollute the groundwater. If waste incineration, it will release large amounts of toxic gases and pollute the air.
National authorities have being formulated relevant policies and regulations and take other measures to establish demonstration projects to improve the situation. The National Development and Reform Commission and the Ministry of Information Industry and other seven ministries and commissions jointly formulated and promulgated the " Regulation on the Pollution Control of Electronic Information Products ", and came into effect on March 1, 2008. Although the Chinese government has given sufficient attention on the environmental issues caused by electronic waste, there is also the problem of inadequate countermeasures against the speciality and importance of the pollution that caused by extensive mode handling of E-waste.
For this reason, the seminar intends to invite leaders of various fields both in Japan and China to attend as conferees, to conduct the discussion beyond governmental and non-governmental position. The discussion will specifically aim at the operation methods of those environmentally-friendly enterprises, the role of government that encourage enterprises to carry out environmental protection independently, and the expected directivity of the cooperation between Japanese and Chinese companies. Shanghai World Expo (Group) Co., Ltd. and Japan External Trade Organization co-hosted the series forums themed with "The progress of urbanization, the measure of environmental protection and energy saving", of which the seminar named as "Regarding the possibility of Sino-Japanese trade cooperation on environmental protection" to promote the Sino-Japanese friendly co-operation.
